Cambodia Drafts New Casino Licence Renewal Standards

Cambodia’s Commercial Gambling Management Commission is preparing a new integrity and quality evaluation framework for casino licence renewals. The regulator discussed the draft on 4 September 2026 as the government continued a wider enforcement campaign against technology-enabled scam operations connected to some casino premises. The framework could make suitability checks more consistent, but its detailed criteria and implementation date have not yet been published.

The CGMC’s General Secretariat said its officials met in Phnom Penh to review, discuss and provide feedback on a casino integrity and quality evaluation framework. Secretary-General Yeth Vinel chaired the meeting, with representatives from the Internal Audit Unit, technical advisers, department directors and other officials taking part.

The stated purpose is to determine minimum suitability conditions for obtaining or renewing a casino licence. Those conditions are to be based on applicable laws and regulatory instruments and on the need to strengthen Cambodia’s commercial gambling sector. This is a framework under development, not a final rule or a completed licence decision.

The CGMC has not published the individual assessment criteria, a scoring method, documentary requirements or the consequences of falling below a particular standard. It has also not announced when the framework will be approved or first applied. Operators therefore do not yet have a public checklist against which to measure a renewal application.

Integrity and quality can cover many different issues in casino supervision, including ownership, source of funds, financial controls, surveillance, staffing, internal audit, anti-money-laundering systems and compliance history. None of those should be presented as a confirmed part of this framework until the regulator releases the actual criteria.

The review follows a broad Cambodian government campaign against online scam networks. Agence Kampuchea Presse reported in August that authorities had investigated 195 licensed casinos while examining suspected links to technology-enabled scams. The official report said 20 casino licences were revoked, 29 were suspended and another 23 expired as their businesses ceased operating.

Those totals describe regulatory action across the sector, not a finding that every Cambodian casino was involved in fraud. A licence revocation, a suspension and a natural expiry also have different legal and operational effects. Each property’s current status must be checked individually rather than inferred from the nationwide figures.

Cambodia’s 2020 Law on the Management of Commercial Gaming created the modern legal basis for licensing and supervising commercial gaming establishments. The CGMC manages the sector and maintains official records through the Ministry of Economy and Finance’s data infrastructure. The government’s licensed-casino dataset identifies establishments by official name and location, providing a useful starting point for checking whether a physical casino appears in the regulatory record.

A listing is not permanent proof of good standing. Licence status can change through expiry, suspension, revocation or renewal, and an operator name may differ from a property’s public-facing name. Anyone assessing a casino should match the legal entity, establishment, address and current licence information instead of relying on a logo or an old promotional page.

The proposed renewal framework concerns Cambodia’s licensed casino sector. It should not be read as permission for Cambodian residents to use an online casino, or as evidence that a website using the name of a physical property is authorised. A land-based establishment, live-dealer service and consumer-facing online casino are distinct products that may face different restrictions.

Players should be especially cautious where a site claims a Cambodian connection but provides no verifiable legal entity, property address or current regulator record. Website access, local currency support, a Cambodian flag or a casino photograph does not establish lawful online availability. Never send funds solely because a site says it is connected to a licensed venue.

Until the final standards are published, operators should treat their existing legal obligations and licence conditions as the minimum baseline. Ownership records, financial controls, staff licensing, customer due diligence, suspicious-transaction processes, technology access, incident reporting and relationships with outside contractors all warrant documented oversight where applicable.

A renewal review is likely to depend on evidence rather than policy documents alone. Boards and compliance teams should be able to show who owns and controls the business, how risks are escalated, what corrective action followed previous findings and how unauthorised activity is prevented on licensed premises. The final CGMC text will determine which evidence is formally required.

Start with the current official casino record and verify the exact establishment and location. Ask for the operating entity and current licence details, then compare them with regulator information. Business partners should also confirm beneficial ownership, payment instructions, authorised representatives and the scope of any permitted gaming activity before signing or transferring money.

Customers should not pay private “licence fees”, withdrawal release charges or deposits requested through messaging apps. Keep booking, payment and communication records, and use independently verified contact details. Casino gambling is for adults only, every stake can be lost, and a valid licence is a regulatory status rather than a guarantee of winnings, solvency or dispute recovery.

The key next steps are publication of the assessment criteria, confirmation of the approval and implementation timetable, and evidence showing how the standards affect renewal decisions. The treatment of suspended operators and properties linked to enforcement cases will also show how integrity findings translate into licensing outcomes.

For now, the strongest conclusion is narrow: Cambodia is working toward a more formal suitability test for casino licences after substantial enforcement activity, but the regulator has not yet supplied enough detail to judge the final threshold. Operators, customers and counterparties should follow current CGMC records rather than treating the draft framework as completed reform.
