PAGCOR Plans App to Identify Licensed Online Gaming Sites

The Philippine Amusement and Gaming Corporation plans to launch an app before the end of 2026 to help players identify online gaming platforms licensed and regulated by PAGCOR. The proposal addresses a basic but important problem in the Philippines: a familiar-looking gaming website, social-media promotion or payment route does not prove that the operator is authorised.

PAGCOR Chairman and CEO Alejandro H. Tengco announced the app during the agency’s House Committee on Appropriations budget hearing on 24 August. The regulator describes two objectives: reducing illegal online gambling and directing players towards platforms that are subject to its regulatory requirements and safeguards.

The practical benefit should be simpler operator verification. PAGCOR says a player using a licensed platform has a process for seeking resolution when a dispute arises. Illegal sites sit outside that framework, leaving players more exposed to withheld withdrawals, identity misuse, deceptive promotions and payment loss. The app is therefore best understood as a verification and access tool, not as a guarantee that a player will win or that every account dispute will be resolved in the player’s favour.

The regulator has given a target of launching the app before year-end, but it has not yet published the final download channels, operating-system requirements, privacy documentation or detailed user journey. Players should avoid unofficial files or links claiming to offer the app before PAGCOR publishes them through its own verified channels. A copied name, lookalike download page or unsolicited installation link could reproduce the same impersonation risk the initiative is meant to reduce.

The app will build on PAGCOR Guarantee, the regulator’s existing web facility launched in June 2025. That service provides a regularly updated list of licensed internet gaming platforms and their registered links. Until the app is released, the live regulator list remains the appropriate starting point for checking a Philippine-facing online gaming domain.

PAGCOR said around half of the online gaming sites accessed in the Philippines are illegal. That figure is the regulator’s estimate rather than an independent measurement of every site or player session, but it illustrates the scale of the identification problem. Illegal operators can imitate legitimate brands, use near-identical domain names or promote access through social media and private messages.

A licence check should therefore match the exact domain, not merely the name or logo shown on a page. PAGCOR’s official list of accredited gaming system administrators and registered brands identifies main domains, subdomains and additional URLs. Its version dated 20 August 2026 demonstrates why a single brand name can be insufficient: authorised operators may have several registered routes, while a visually similar address may not appear in the regulator’s record at all.

A verification tool cannot remove illegal sites by itself. PAGCOR says it is coordinating with the Department of Information and Communications Technology, the National Telecommunications Commission and the Cybercrime Investigation and Coordination Center on action against unlicensed operators and associated payment channels. Blocking, investigation and payment disruption remain separate enforcement tasks.

The regulator is also keeping its moratorium on new online gaming licences while the sector consolidates. The Philippine Star reported that Tengco put the current number of online gaming licensees at 48, down from 74, and said PAGCOR had no immediate plan to lift the moratorium introduced in March 2024. That licence count may change, so it should not be used as a substitute for checking the current regulator list.

Before registering or paying, start from PAGCOR’s official website or PAGCOR Guarantee rather than from a search advertisement, influencer link or direct message. Compare the complete address in the browser with the regulator’s registered domain, check the named operator, and confirm that the listed game offering covers the product being promoted. Recheck the record if the site redirects to another domain.

Licence verification is only the first screen. Players should also read identity-check, deposit, withdrawal, bonus, complaint and self-exclusion terms; use payment channels named by the authorised service; and keep records of account communications. No app or licence removes gambling risk. Online gaming is for adults only, every stake can be lost, and anyone losing control should stop and use current exclusion and support services.

The important next evidence will be the app’s official release page, its verified store listings, the privacy and data-handling terms, and an explanation of how quickly licence and domain changes reach users. Clear update dates and direct links to the underlying register would make the tool more useful than a static badge or marketing claim.

For now, the announcement gives Philippine players a clearer direction but not a reason to lower their guard. Use regulator-controlled sources, match the exact domain and treat any promotion that pressures immediate payment or bypasses normal verification as a warning sign.
